No, the actuator rod doesn't work that way.
If you want to see 0 boost as you get your car repaired, simply disconnect one of the intercooler compressor pipes so it is not pressurized.
WARNING: This allows the turbo to spin freely very quickly, so don't drive like this for too long, (Like several weeks or a month) for you could damage the internal shaft bearings.

No, you can just disconnect the acuator rod. I know this works because I was driving once, and I wasn't boosting, and i popped the hood and saw the acuator rod had come off.
So just disconnect the acuator rod and you will not be boosting.

Yes if you dis-connect the actuator rod it will not be building any boost. It will just kick the flap open all the time. So you shouldn't be seeing any boost.
cool. i will prolly take it off anyways b/c i need to save for hondata and it's gonna take me some time. thanks for the replies. so if i disconnect the rod, there will be no shaft damage?
so if i drive with no i/c pipe for like a couple of days, it shouldn't harm the turbo much?
