It's called a pop-off valve, and is used to prevent overboosting. For example, you set it to 15psi and in case your wastegate spikes or a vacuum hose pops off your engine won't boost to infinity and beyond - the vavle will pop off at 15psi (or wherever you set it). It's cheap insurance IMO.
I am running one. I got the Greddy one but you can get the exact same thing from Grainger. I posted the exact a few years ago, but searched and it's long gone.
I will check my hard drive tomorrow b/c I think I may have saved the info. If I find it I will repost the info.

BTW, some ghetto old school turbo setups used pop-off valves INSTEAD of wastegates, but it is not as effective as a wastegate and is hard on the turbo.

Well I looked and couldn't find the original thread, but here's the part from Grainer:

$30, and adjustable to whatever pressure you need. I set my Greddy one to 12psi. The Grainer one is 3/4 NPT just like the Greddy one. The range of the Grainger one is 0-20psi. The Greddy one goes to 25psi.
To install it you can either weld a steel 3/4" NPT female fitting from Home Depot to your charge pipe (if your pipes are steel), or you can knock out the brass freeze plug on the side of your intake manifold, tap the opening 3/4" NPT and screw it in there (obviously removing your intake manifold first).
