The part number for the connecting rods is :306-05-1110
it’s a d16 block rod but I saw on YouTube the guy used the same rods in a d15b and just used a thicker head gasket like the one I have on the list.

Maxpeedingrods gt3582 turbo ---- NO. You can source a nicer, name brand turbo for a decent price.

Walbro 255lph hp fuel pump --- Go with AEM 340lph. It is E85 compatible.

Aem adjustable fuel pressure regulator --- get an Aeromotive instead

Cx intercooler kit for civic --- opt for a Treadstone and buy the FMIC pipes elsewhere

Burton racing D series coil plate ---- been out of stock FOREVER

NGK d17 coil pack set --- Get Denso instead (p/n# 673-2302). They're much cheaper and works the same.

Mishimoto radiator, fan, and coolant piping kit for civic essentials kit --- ebay no-name aluminum radiator + SPAL 12" fan

I made 401 whp / 327 ft-lb torque with a Turbonetics TNX C15 52/57 (on E85). It was a great turbo, and I highly recommend it. If that's too expensive, you can look at a knock-off GTX2867R...you'll make good power and have good response with that.
While you can make 400+ on cast Vitara-style pistons, it will eventually limit you if you want to turn it up down the road. Why not spend an extra $500 now and get a standard length rod and some forged pistons?
What fuel will you be running? If E85, you'll be maxing out those injectors and your pump won't be big enough. I recommend 1300cc/min injectors for your goals...assuming E85. Just go ahead and get a Walbro 450 high-pressure and you'll be set with room to grow.
I'd go Aeromotive FPR instead of AEM.
The CX racing intercooler is probably fine, but you're almost surely going to have to modify the piping to fit your car. Go-Autoworks has good, affordable intercoolers and piping kits that actually fit.
3-port solenoid can be less finnicky to tune and get you where you need, but 4-port works too.
Not sure what the Mishimoto fan is like, but I would personally go with the highest flowing Spal fan (wired with a relay) for your radiator that you can fit.
Don't need an adjustable cam gear, aftermarket fuel rail, detent springs, lightweight flywheel, coil-on-plug - save your money and spend it on better pistons/rods, better turbo, machine work, etc.

Are you planning to do sleeves, CSS, epoxy, or anything to reinforce the bottom end?

Don't forget you'll need money for tuning, downpipe, ideally a wideband, gaskets and seals, and other small things that can eat you alive.

thanks for all the help! So I was thinking about doing e85 but in PA where I live we usually only have e87 as the lowest at the pump. Price isn’t really a thing I’m worried about I’m not doing anything to it right now just perfecting the build list and saving up money for it all. Thanks for all the help I really appreciate it and 400hp is max I want on my d15b as I’ll be driving it as my daily so I still want it to be reliable as possible so I’m not worried about room to grow. I’ll still take everything you said into account though thanks again! Have a great day!

don't confuse E85 with the octane ratings at a typical gas pump (87, 89, 91, 93, etc). E85 is 85% ethanol and 15% gasoline (or could be as low as 51% ethanol / 49% gasoline). Most typical pump gas has only 10% ethanol, regardless of the octane rating (87, 89, 91, 93, etc). E85 has something like 104 octane rating. It also usually has a yellow pump handle.

oh gotchu my bad. Where can you usually find it? I don’t think I’ve ever seen e85 in my area and I’ve looked I know that😭 what would be the best fuel system for just e87?

Here's what I use to find stations with E85. Sometimes the map is not up-to-date, though. If you find an error (like a station that no longer carries E85), you can submit it for an update. https://afdc.energy.gov/fuels/ethano...arest?fuel=E85

It's not E87...it's just 87 octane pump gas (drop the E). You do not want to run a turbocharged car on 87 octane. If you're going to use pump gas, use the highest octane rating available in your area...most places have 93, but some places only have up to 91.

If you're limited to pump gas, you'll need to run less timing in your tune, and you'll make less power than you would on E85. BUT...you won't need as much fuel system. 1000 cc/min injectors and a 450 lph pump should be more than enough for your goals on pump gas....if you can get there with your engine. Not sure I've seen a 400 hp D-series on pump gas. You're probably going to need some good head porting to free up any extra ponies you can, since you'll be timing-limited.

You also didn't mention what engine management system you'll be using - what are you planning to use?

Thinking about doing a flex fuel system now the more I think about it. What would be best fuel injector and pump wise for it?

S300 should be fine. Make sure you replace the capacitors in the ECU if they are original. For your goals I would think 1300 cc injectors and a 400 lph pump would work.
