Garrett M24?

Garrett M24?
A friend of mine has this turbo. I'm not even sure if it's a real Garrett or not since I've never heard of it, but I'm sure M24 isn't the turbo itself, just what's stamped on the compressor housing. I think it's a T3?
Compressor A/R is .70, exhaust is .48.
Not sure of the wheel trim, but have any of you ever seen or heard of this turbo? Any size comparisons? If so, think I would be able to get 300whp out of this on a stock LS without straining it too much? I was thinking of a T3/T4 with a .63 hotside; if I went with this, would a .48 run out of steam before 72, 7300?
Some pics below, they're kind of crappy because it was dark & I took them with a phone..
Any second opinions/help is appreciated. Thanks.

Re: Garrett M24?
Looks like it has an anti-surge comp housing, which is kinda odd in an older turbo. As theshodan said, there is only one true way to determine turbo size.
BTW is it just me, or does the oil inlet look like its blocked off??
