Garett TB02 is this a T3?

It is out of a TT 300zx, will this work with the Standard T3 flange? Will this work well on a DOHC ZC?

No. That turbo is T2 flanged, not T3 housings from Mitsubishi. Those are extremely small units that do very little for our high efficient motors.
