Default fuel pressure help.

i have a ls/vtec setup with a t3/t4 turbo. im running 7 psi. for some reason my car is running super rich and i cant figure it out. for fuel i bought a walbro 255lph pump and a cartech fmu(rising rate regulator). my **** is soo rich that when my car is warmed up my air/fuel meter is pegged all the way rich. only after i spool the turbo and let off the gas completely does it lean out. and only then it reads about optimal. the gauge is wired into my ecu so its not getting a faulty message. i need some help. i have adjusted the fmu all over the place but it only changed things after atmospheric. any help? thanks.
