Default Fuel injector clearance/positioning?

Is there a rule of thumb on whether the tip of the fuel injector is supposed sit flush inside the manifold? I am in the process of installing some 450 dsm's but i'm not sure the spacers I'm using are sufficient...The manifold is off, so when i tighten the fuel rail i can see the tips of the injectors that now lie flush inside the manifold...is this correct? Also, the fuel rail should be tight, but not overly torqued down right?
