fresh built motor buring major oil...
i finally got my car back after a long build last week. basically just rods, pistons and some head work was done. car is now blowing bad blue/white smoke when im on the gas but fine when decel and idle. car also runs perfect. i checked the intercooler piping to make sure it wasnt the turbo seals gone bad but there was no oil in the pipes. havent done compression or leakdown yet either. motor only has about 200 miles on it and has gone thru about 3 quarts of oil. im thinking the rings maybe...any ideas?

And you're 101% possitive the shop used the proper clearances, as in machined each cylinder exactly to each piston? To give you an idea, a very loose forged setup will run .004" of clearance between skirt and wall, which is ~1/256th of an inch, or two human hairs. I'm assuming you had a shop bore/hone the block, because Honda limits a good bore to ~.002" of taper, and IIRC much less for out of round. A light hone would not fix an ovaled bore, which will not seal well at all.
The other suspect would be the rings. Its very easy to chip rings as you put the piston/rings into the cylinder. A chiped ring is useless.
So far the sohc I blueprinted with starrett and mitutoyo tools hasn't burned a drop of oil in 1k miles, so something is def. wrong.
