Is is possible to to DIY a electronic device to constantly supply 0.45 voltage from the O2 sensor to the Honda ECU, so that it'll run open loop all the time?

Unplug the O2 and take the CEL bulb out. Problem solved.
The AFC still isn't boost sensitive, though, so it won't make life any easier.

um, ya why would you want to do this? The stock o2 feedback loop does a pretty nice job of manitaining a good 'crusing' and idel AFR. Then when you get on it it will go to whatever magical setting you have on the AFC

I also am not seeing the benefit of this...?
better fuel management... a rom editor/ socketed ecu or whatnot would be a better route imo... least thats what I am doing to ditch my afc for management.
( I know people hate hearing this, but the afc worked great for me for a while... now I am wanting better features/ control... so time to change)
