Default Euro Civic wants go FI

I ma doing a favour a guy who own a 98 civic. In Spain this civic comes with a B18C14 engine from the dealer, As far as I know this is the same engine than Integra GSR.

He wants to go turbo, but my suggestion is a Roots/eaton SC, becuase here noboy want to spent a dime in electronics even less in tuning a AEM (I am the only one using this device) and using just a Fuel Pressure REgulator is not the way to go for a turbo

I was thinking in Jackson Racing SC. I saw that JR sells and ECU with the Sc upgrade, is this ECU blank of come already pre programaded and it is plug nad play?

Any recomendation would be highly appreciated as well as shops to buy it.
