Ecu humming?? Hondata light green and red

Put the new motor in and go to start the car and i hear the fuel pump prime then when i go to crank it the hondata light goes from green to red and there is a humming crackling noise. Anyone have this prob before?

I checked for fual and no spark??

well i checked everything its the EFI relay thats clicking

Well just to elaberate on this problem. Turns out the ground on the thermostat housing had some corrosion on it and was not grounding the ECU circuit.
