the internal wastegate spring is set to 12psi, is there anyway to lower it to like 7 psi? also can you lower it with a boost controler? im not looking to boost more than 7-8 psi.

You're going to lose some pressure through the intercooler anyway.
Just get your boost source from before the intercooler and you should be OK.
You can't lower it with a boost controller, you will have to swap the wastegate actuator.

ok, how do i swap the wastegate acutator and where do i find one with a lower psi rating spring? also how does the boost controler work if i cant lower the pressure?
search online for a new actuator.
The wastegate works by fooling the wastegate into thinking that the turbo is producing less boost then it really is.....You can only raise the boost with a boost controller, not lower it....do a seach on wastegate or go to http://www.howstuffworks.com it's be alot faster...
If you do like it was mentioned above you will probably only be getting about 9psi or so to the motor anyways....(plumb pre intercooler)

I wouldn't even bother with the new actuator.
That's a pretty small turbo, so you should easily be able to handle a few extra psi from it with tuning.
