Default dyno results w/ boost problems....

So, i just put my car on the dyno and was expecting some nice numbers. But what we found was that it wouldnt hold boost or go over like 9.5psi. Im using a turbosmart wastegate with just a 5psi spring in.... so we were thinking maybe the spring was so weak it couldnt handle high levels of boost. Im running a Blitz Dual SBC boost controler, and when the setting was at 18 or 60 it made the same boost and when the gain was set at 15 or 60 it never spooled up any faster. full boost kicked in at about 6000 and boost started to taper off around 7500.

its a built 9.8:1 compression b18c1, but stock IM and 2.5" exhaust. We were thinking even at 8psi it should be closer to 280-290whp and wiht 14psi over 350. It only made like almost 250whp @7700 rpms and then it starts to fall off. I have a SC61 turbo, which should pull super hard up all the way to redline.

So, im gonna go out and get a 10psi spring and see if that effects anything. Any other suggestions or ideas on what the problem might be?

boost leak maybe. get on the dyno and listen for any air escaping from the clamps on the piping, leaks from the blow off valve, the manifold, etc
