CEL=Check engine light.
When in reference to ECU:
open loop means the ecu is correcting fuel injection based on O2 sensor reading.
closed loop....not using O2 sensor.
In regard to turbo setup:
Open loop- wastegate vents to atmosphere directly
Closed loop- wastegate vents into dump tube that goes back into exhuast, usually before the catalytic converter.

That's right except you got closed and open loop fuel operation backwards.
Closed loop means the fuel injection is controlled based on feedback from the O2 sensor.
