downpipe solutions

ok so i have a 3" downpipe and a 2.3" cat back exhaust, and i want to be able to bolt my catalic back on next year to past emissions . what are my options to resolve this issue?

get a 3" cat and a 3" exhaust. the car will make more power. you get the best of both worlds.
