Default dont know what to call this problem

aight first off I AM NOT A NOOB!! someone managed to change my password and honda-tech doesnt seem to want to write me back with a new one...

anyway i have this problem with my setup, hopefully someone will be able to help me out...

my cooling system is pretty good i think.. 14inch slim fan on a pwr half rad... my car still tends to go up there with the heat. no idea why its still overheating. its as if my fan doesnt want to cool it down if i am driving, standing still its fine. so yeah i over heat simetimes. real annoying. ok anyway onto my main problem

latley a problem started to occur. if i am in constant motion without stop and go trafic my car temp gauge usually tells me between 160 and 180 degrees and my car runs great. after it hits 200 it begins to run like absolute ****, it doesnt want to pull at all, as if i hit redline at 3k and no CEL. even if my fan manages to cool the car down it still runs the same. it will only go back to normal if i turn off the car and let it fully cool down? what could that be? i mean its horrible, i can be just crusing around and hit a few red lights, next thing i know im at around 200 degrees and it just wont go down, some stupid ricer pulls up next to me and i cant even blow by him. and even if the car cools down a bit someone it still runs like absolute **** untill it is fully cooled down. any ideas on what that could be? anyone ran into anything like this before? really ennoying? ok thanks for all the help beforhand

Are you able to hit redline or does it actually not go past 3k?

It sounds like an ignition problem of some type, but I don't know why it would only occur when hot.
