Default Darton Block Question

Trying to work out a trade with my turbo kit for a guys brand new darton block.
My question starts with the open deck sleeves...
Are they strong enough for 25psi no problem or should i be looking for some closed deck sleeves.

Which would be smarter....darton open deck or GE closed deck sleeves
Im probably going to go with the GE since i would like it to be the last block i buy, i wont feel the need to upgrade. Im shooting for around 450hp and i dont know what bore im aiming at right now which is really why i want the GE. I honestly didnt even notice that the block was open deck until above post asked if it was Dart or Darton. I looked right past it. thanks
