Have you tried spraying some WD 40 down the shaft. A frined of mine had a new used one and after we installed it his car wasn't acting right. I yanked everything off and sprayed some WD40 on that bitch it worked like a charm. They tend to stick if they haven't been used for a while.
a BOV is not a very complicated pece of machinery. take it apart ( all the way ) and see if you can find the problem. Im sure you can order replacement parts for them through HKS. just a thought

I don't think i'd buy anything from that guy. Did u see his picture!? lol, jk not because of that, he sells crappy stuff from the pictures i've seen. It's all used, which is ok if that's your thing. Plus he sells the old style blitz (i think) BOVs that are plastic. he makes them out to be awesome in his description but all i've read about them is that they'll explode if you put any respectable amount of boost through them. Plus that mouse over message he always puts in his auctions really pisses me off.
All I can say is what do you expect when you buys peoples junk off of e-bay? They are definitely one sided transactions not in your favor.
the hole entire shaft is scored like a said eariler.. be cheaper to get a new bov
