Default Dallas Inspections

I'm moving to the Dallas area next July and I was wondering how bad the inspections are there? I have a 00 Civic Si with an ls/vtec turbo and its gonna be a bitch to get that thing obd-II compliant. From what I was reading, as long as all of the obd-II stuff works, then I'll pass, is that correct?

Also, is there anywhere within an hour drive of downtown Dallas that I could live to keep from having to meet the obd-II requirements?

as long as they connect to yoru obd II port and there is no codes you will pass. The visual inspection is tires window, wipers, and lights and turn signals but other than that obd2 cars are easy to pass no sniffer.
