I only know prices for the 5th gen Prelude. They run around $2800 to $3500 for the kits. Rest of the parts you need to 'support' the turbo would really depend on how much boost you are going to run. But generally you need gauges, some type of fuel management, clutch kit, turbo timer, boost controller, spark plugs etc. More boost (usually around 9psi and up) requires more parts. Injectors, standalone, fuel pump, fuel rail, sleeves, pistons, rods, etc.

Everyone is going to have their own parts list depending on what they think will be 'safe' for their car. The pricing varies greatly depending on the parts you choose to have obviously. I consider myself a very safe person so my list probably will be on the high price end. I am at $7000 with just the parts right now. This is without a built engine by the way. You can add around two thousand for installation and tuning though.

No such thing as a basic setup if you ask me. You will always upgrade to something better.
I dont think anyone just slaps on a drag3 kit and keeps it that way for any long periods of time....

TURBO IS EXPENSIVE!!! If you cant afford it, then dont attempt it.

$3000 - initial turbo kit
$500-1000 - install if you don't do it yourself
$1000 - upgrade fuel system
$500-800 - 3" exhaust setup + cat etc...
$few more hundred - for dyno wideband tuning
$couple thousand more - for rebuild if you break something or want to do this
List is endless...

Its about 4500 to get the parts on your car asap. Then expect to shell out another 6 or 7 grand on "extras" such as clutch, Hondata, exhaust, etc. All told...10K. But I heard its well worth it.
