Default code 65, is this a serious issue?

I have a 96 integra turboed and i have had a cell on for a while now and ive finally gotten it down to one code which is #65, i believe it has somethin to do with the secondary o2 sensor heater or somethin close to that. I ordered Hondata with a obd1 ecu will this eliminate that problem completely? I know i heard you should try to get all the CELs eliminated before any of that is put on but i dont think i can really fix the o2 sensor if theres no cat there. Also how bad would this be killing my gas mileage and is there any other problems this could cause?

This is what it says in my Helms. Reset ECU first, if it goes away, you're fine for now. If not, then Disconnect Primary HO2S (Sensor 1) Secondary HO2S (Sensor 2) connector. At the HO2S side measure resistance between the 4P connector No. 3 and No. 4 terminals on the HO2S side. Is there 10-40 Ohms? If no, replace the sensor. If yes, then check for continuity between body ground and the HO2S 4P connector terminals No. 3 and No. 4 individually.
