chip to retard timing instead of advancing??

Default chip to retard timing instead of advancing??

has anyone ever heard of this or can anyone make one of these? i know it's possible to advance timing with a chip, but is it possible to make one to retard timing?? i'm curious because i'd like to have one if someone could make one.
