CEL Error 43 under closed loop

CEL Error 43 under closed loop
Hallo,
i get a CEL Error No. 43 under CL with my B16A Turbo. The error appears only at about 0-1psi of boost ... on high boost levels (0.5-0.9 Bar) there is no error.
the ECU is a stock PW0 ECU with both O2 Sensors connected behind the Turbo in the downpipe. (i know that there is a problem with that)
can anyone help?
