Default Cam gear question

I have searced for the answer and coulndt find any solid information.
I have a Skunk2 cam gear on my d16z6. I understand retarding my timing will give more topend, and advancing will give more bottom end.
When I have a small turbo, and its spooling incredibley fast but dieng out slighlty up top, will retarding the cam timing 1-2 degrees compensate for this? Will retarding the cam timinig produce more lag?

reducing lag will have alot to do with the

manifold
intercooler size
intercooler piping
intercooler piping route

cam adjustment doesnt have much to do with reducing lag in the turbo setup

what i named will reduce the lag on turbo but proper turbo will also make lag alot less for the application you are trying to use it on
