Default Built motor H23A1 question about misc part.

So, i got my H23 completely built. The shop that did it for me sent me one of their balance shaft eliminator kits along with the motor. There is ONE piece i got that i have No clue where it goes or what it does. In all honesty, it looks like an oil restrictor, but i could be dead wrong about that. My friend did mention it could be OEM because they use something similar to what i have for NON-V-TEC motors. For V-TEC motors, it gets ripped out in order to allow oil flow to actuate V-TEC.

On to the pix.

This is where it seems to fit on the deck of the block.

Please let me know about this. I wanna try and finish putting most of it back together today.

Also, would it be a good idea to use some gasket maker on the rear main cover when putting it back on the block? I already got a new seal installed on it. But, should i worry about it leaking from where the cover contacts the block or no? TIA for all the help guys.
