Default BOV...open at idle?

Aight guys we just finished up a turbo install on my friends GSR. We noticed the BOV (Tial) is open at idle? Isn't it supposed to be closed? TIA

Thanks for clearing that up man. Also I think the Vac reading is around 15-18 in/hg...does this sound about right? We hooked the Boost gauge directly up to the GE vaccum manifold which was tee'd off of the brake booster.

I think the norm. is 18- 22in/hg ... so maybe just check for leaks
