Default Boring without main caps?

Is it imperative that the LS block be bored with the mains torqued down? I was checking on mine at the shop the other day and noticed they had removed them for it's bath. I don't know if they're back on there now and they said on the phone they're prolly boring it tom. morning. It's a performance-oriented shop that builds mostly race stuff, primarily V8's tho, some imports. I'ma call back and check but wanted to get some opinions/experiences from U.
Hopefully they know what to do.

I am gonna bump this up so maybe someone can comment with a deffinate answer but I am gonna say it wouldn't matter.

But on a vtec block I believe you do need to have the girdle installed when boring.

yes they need the main caps on 1 & 5 to hold it to the gig before they bore the cylinder. torqued down yes. otherwise the block could move.
