Boosted problem...

Boosted problem...
Ok yesterday i went to finally tune my integra and we got to boost once during the tuning n for some reason it spiked at 11psi and the boost controller was down all the way and the wastegate spring is rated to .5bar (7psi)........so after that one boost it didnt do it again for the rest of the tuning and i couldnt get it fully tuned. we had checked everything and came to the conclusion that the turbo itself was shot and i need a new one....
so i can drive the car because we did the partial throttle but i cant boost.....
the thing is i just boosted on my home from work again and it spiked at 10psi and i actually heard the bov this time too.....
anyone know? we guessed the turbo because we check everything and i mean everything else but we didnt take the turbo apart...didnt have enough time........
anyone think of anything? how come i boosted once yesterday and then couldnt at all again and now tonight i did?

post your set up to better identify the problem, whos manifold are you running, what size wasetgate what company products aka turbo, manifold, wg, bov
sounds like boost creep , the turbo doesnt control the boost levels the WG does, and if its not a properly sized WG or a poorly designed manifold then the boost will spike, also where are you running your vacuum line from? if not in a good spot then it wont open the WG enough and cause boost creep. tee it off the brake booster line to get a good feed
