Default Boost Creeping?

Wondering if any of you have this problem....

Whenever I use a boost controller(turboxs dual), I would have boost creeping 1-3psi and then dropping back to where it's set at. For example, if I set it to 23psi, it would goto 25psi and then drop back down to 23. I thought it was the boost controller, changed it out to a single stage and does the same thing.

I have changed the manifold, boost controller, turbo, wastegate(currently using a tial 38mm with red spring), downpipe 3" and it still creeps 1.2psi.

It's a crfab ramhorn manifold found in the sponsored section here. I was using a ebay manifold before, same problem.
