Is this Blow by, If so why

Default Is this Blow by, If so why

On my breather filter it has oil around it. Even when I look down at my intake manifold I can see it on there. Is this blow by from the rings? Is this normal for a motor to do this? It is a built motor and I boost 12 psi daily on it. Also could it be cause I dont have a catch can installed and if I install a catch can will it help solve the problem. I dont notice any smoke coming from the filter just oil is on it and what not. Ive heard that on built motors a little oil consumption is expected and on hondas u will get blow by (this true or not) Any help will be appreciated.

Are you talking about the breather on the valve cover? If so, I would hope that there is oil around it, it WAS part of your PCV system.................
