Default Is this block sleeved?

I'm in talks with a guy about picking up this block, he says it is a Darton Sleeved B18C1. I'm not familiar with engine blocks so I wasn't sure if it is sleeved or just has a block guard installed. Just wanted to make sure before I make the drive to look at it.

Also, he says he melted a piston before but a machine shop said the cylinder walls were still ok. Claims the block is 84mm, but if it does have damage to the walls can they be bored over? I'll be taking a bore scope with me just to check. Pics:

Thanks in advance!

I don't think the cooling holes are drilled from the factory. Usually the machinist drills the cooling holes when done installing. Regardless , op, just measure and overbore if needed. Hopefullly they aren't leaking.
