Default bad bov

Just wandering what a bad bov would cause? Heres the situation, I have a greddy type s bov, and the screw on the top of it came out, causing me to not have any vaccum. When i capped off the peice of the hose that connected to the bov, the car ran fine after that. I did notice that before i was atlaest doing 4psi, but now it only shows like 2psi. Also, even thought the hose is capped off, the bov still flutters just a little when i get on it (this is at 2psi).

My issue is, that i figured that the car should run like normal with more psi even if the bov is non-functional, but i still cant make any boost and the bov still flutters a little. any help is appreciated.
