So I Have a 97 b18b1 fully built block with a gt35r turbo on it tial wastegate Perrin boost controller and I am having issues boosting over 8 lbs of boost I have check all clamps and fittings everything is tight with no leaks I have disconnect the wastegate line and plugged it to test for more boost and nothing the turbo isn't smoking the bearings in it are tight there is no shaft play in the turbo I get good vaccuum and every time I boost it won't make more then 8 lbs it has a 14 lbs spring in it is the turbo bad? And if so what is making it not boost I have pressure tested the pipin and smoke tested it there are no leaks...

 

Check your exhaust manifold for cracks.
