AVCR Help!

AVCR Help!
Guys wont unit wont power on! Got it hooked up to the ecu 12+ and ground. Checked with voltmeter and both connections are sound. But I do not have a motor in the car, is that needed for the unit to power on? Or will 12+ just make it light up? HELP!
