Default Ati damper timing marks b18

Just looking for some advice here. Looks like timing marks are off 1 degree to the right of tdc

I think the issue involves the difference between USDM and jdm covers and oil pump

I have complete jdm from cover to oil pump and lower timing gear
It was set in time on those just off on damper

Now is this normal and I should just make new marks or should I look deeper ?

After playing around with it I believe it's just small amount of belt deflection causing this.
