Air in coolant

Air in coolant
Hey guys, i know this is a very common problem with honda motors, ive had a surging idle for some time now.
set up: turbo b18c with a b16 head obd1 tuned on crome at 14psi
Things i've done:
checked for vacuum leaks none
checked tps voltage, and i've actually gone to a new throttle body and new tps. good to go
cleaned iacv and recently replaced it with a new one. good to go.
no fitv on my car.
someone said a dirty injector might cause this, had the injectors cleaned and flow checked, didn't help
as far as i know i've purged all the coollant of air. let sit idle and opened radiator until thermostat opened and swapped coolant twice.
car seems to run awesome otherwise, it will idle fine for about 10 to 15 seconds and then go from 250 to 1500
its driving me crazy, the only thing i feel is that there is still air in the coolant.
How crucial is it to get every little bit of air outta the system to not have a surging idle.

fwiw, i had a surging idle issue with a friends car and we needed it to go through state inspection, and the idle must remain steady.
swapped iac's no change. he is also tuned on crome.
put my s300 in there with a stock p28 map, even with the 310's, the fluctuation went away so im not 100% convinced that crome wasnt the problem.

The same thing happened on my car and it was a washer shaped screw on the throttle body. Im not sure what it is called but it is a plate with two allen head screws. Remove the plate and then the washer has two slits and you have to turn it with a flat head screw driver. Your throttle body might not have one and like I stated im not sure what it is called but you can try it. It worked for me
