since we are all running on microcontrollers that were popular back in the late 80's...technically, obd1 is obsolete also.
to answer the original question, for obd0 (nonvtec) ecus your best bet is to use turboedit, bre (both require the use of development roms from pgmfi) or zdyne.

from what I hear this is true. there are many ppl I have spoke with in europe who have pretty much full access to all the jdm cars & also had the euro version of the ef8/9 the 1.6VT. All of them run a PW0 tuned on BRE. Even if you were to do say a 98spec ITR swap as long as its NA no need to go OBD1/2. You can run OBD0 & it will cope. consider the wiring, ECU, dizzy and injector type (ie: running a resistor box or not). BRE will happily support 450cc injectors or higher too. I think it even has ITB support now too.
You go turbo for sure convert to OBD1.
Im staying OBD0 w/ my b16a

you need to be able to access the PGMFI forums and read it THOROUGHLY. all of these questions and many more have already been answered on the forums. start a new account if you have to.
Bre is alright from my experience. It does support boost tables and fuel/ignition maps. Would be hard to tune for anything but AFRs on the street with BRE. So don't expect to make a lot of power. You'll also need either a chip burner or an emulator.
