Default track tuning

I always see where people tune their cars on a dyno for example...20 lbs of boost making upper 500whp but then to save on driveline parts take to the track and turn the boost up to 30-40 lbs. How do you go about by doing this especially with timing? just trying to read up on some things I've been wondering about so if anyone would chime in to discuss that would be great.

You can tune a car that makes 800-1000 whp on a dyno.....
Concerning track tuning, it can be done it just takes experience.
