how do you scale a 1.6 liter to a 1.8 liter?

You mean adjust the fuel trim so the car has more fuel?
Simply change the overall fuel trim value if you want to add fuel to the whole map etc.

well i have a usdm type r swap and on here it say use the p30 and scale it to a 1.8 from a 1.6. i was wondering how to do that

1. Take the car to a dyno tuner & have it tuned.
2. Get a basemap sent to you by your tuner or a hondata vendor that is made for your specific setup.

If you do not have a wideband and are not familiar with tuning a/f ratio I'd highly suggest you don't do this without help from an experienced tuner. Either buy a basemap for your setup, or have it professionally tuned...

i do have a wideband and im not going to spend the money when its getting work this winter, just seeing if there was some easy help out there

I don't understand why you don't use the basemap off of Smanager for the b18c5?
