Obviously it is not normal. Are you positive that you have a real S300 and not a fake one?

Is there really a fake s300 out there...really? Will my problem is that the ect temp reading is always going up and stay there. When I am driving it should go back down or when the fan come on but it's not. For it to go down to, I have to turn key off and on to cycle ecu and s300 to get the right temp to show up again on the display on s300. I don't know if s300 is suppose to do that.

Yes there was fake counterfeit s300s made read: http://www.hondata.com/s300_counterfeit.html

Concerning your issue, make sure you are using the original USB cable provided with the system that has a noise filter on it.

Record an internal datalog and see if the ECT is acting up there too. That will isolate the Ecu from communication or software issues with the laptop.

process of elimination. test continuity, new calibration, new ecu, new sensor, replace S300.

Just tested this in my own car and it's working normally. Temp goes down once fans come on, and ECU is controlling fans and they shut off properly.
