I have searched and found there are certain components added for chipping an ecu and certain ones for changing a non-Vtec ecu to a Vtec ecu. So can anyone tell me for sure?

Can I use it as is to run an non-Vtec set up? Can I just disable Vtec using Uberbdata?

 

Yep. Just use a P75 map.

Just be wary if you do use VTEC. It looks like they didn't use the typical OEM-type SK5151 component (bottom right, IC14). It does work with a certain substitute, but the wrong part will throw a vtec code when enabled.
