Default obnoxious engine studder

Hey guys, I'm new here.

I signed up because I'm curious about an issue my car is having:

My engine seems to studder between rpm 2-3k rpm's sometimes. I notice it the most when i'm cruising on the highway at a steady speed, when all of a sudden it feels like less fuel is being put into the motor. The problem seems to be more common when the A/C is on. The feeling is abrupt, but not usually excessive, and will "surge" back to normal in a second or so if if press the throttle down more.

I had a previous problem where I experienced excessive "bucking" during acceleration, but that was fixed with a Pre-cat O2 sensor. After that, the CEL came back on within 10 min and shortly after I noticed my current problem. We replaced the post-cat O2 sensor and cleared the code but that didnt change anything and the CEL is back on. I believe the code read P1162.

I have a 98 honda civic hx (MT) with 109k miles on it.

Has anyone had a similiar problem? Thanks, I appreciate any constructive input.
