Low idle problem help!!

Default Low idle problem help!!

Hey so I have a 95 civic coupe with d16z6 I have a d15 Mt ecu because I thought it was a jdm d15 since it was etched into the block and later found out it is a d16z6. Anyways I oped up the valve cover found it was pretty much new (real clean inside with blox springs and adjustable skunk 2 cam gear set to 0" timing and everything is timed correctly compression test at 160 all 4 cylinders but I'm not sure what cam is in it. The idle is real low 500 and lower sometimes surges up to 1100 and back down but stalls at lights sometimes. I'm not sure what the problem is I changed iacv twice and cleaned it any info would help to find out this low stalling idle. Could an after market cam cause this? Set timing to 16 also

Have you set the idle set screw?
