Default ECU ls 98

i was just wondering if ECU chips increase any horsepowers? any ideas you guys can give me?

i have 98 LS non-vtec

Properly tuning any engine will increase horsepower.
I.e. the stock ecu is mapped exactly for a stock motor. When you start adding high compression pistons, cams, exhaust manifolds etc, the ecu is not mapped for these upgrades. This is when a chipped ecu is usually the best solution for tuning such an application.
