So what exactly are you doing here?

Are you putting an OBD0 B16a into your 92 Hatch?

Sounds like he's saying he has two (Which doesn't matter) but is trying to get emissions done on the old one. PW0 or PR3 are made for the OBD0 B16a. You should already have that ECU.

If it's a 92+ hatch and you're in california, you won't pass anyway.

If you're not in california all they're going to do is run it on the rollers, so as long as you have the right stock ECU for it, it should be ok. If it's chipped, you may not pass.

Washington doesn't care as long as it passes the roller test.

I still don't get it.. can you please atleast tell me what car you have and what motor is in it?

That way I am not confused about what you are trying to accomplish here. And try putting it in a list format, so it is easy to follow

That is what I was trying to figure out.
What year is the car in discussion?
Washington state or D.C.?
Open the ECU up and check to see if it is chipped or post picture of inside ECU.
Not all states run the rollers, NC only plug and play or you must go to DMV and Court House to get it put on dyno for emissions and get another type of cert. Havent had to prove this yet as I just convert back to OBD2B when needed.
