This is a p28
It looks like it says EM or SM in the top left corner of the chip

I don't see a picture.
Are you trying to figure out what brand chip it is or what is programmed to it?
No one can tell you want is programmed onto an eprom chip unless the chip is read & the binary file is looked at etc.
