Default Dead Computer, How to test???

I am running a po6 chipped for vtec in my 1990 dx hatch. Recently the car would not start so I began trouble shooting. I realized the main relay wasn't clicking and fuel pump priming. I tested the main relay harness and it is receiving correct power. I have 3 working main relays tat I also bench tested. When I turn the ignition the check engine light does not shut off. Is my computer dead? Is there anyway I can test for this?
