Chip Burning Using Universal Programmer!!

first of all i think i made a mistake since i bought this non-compatible chip burner with crome or flash burn, but after i read the manual for crome it says you can use devices other than moates devices so i got this burner which i believe its from a chinese manufacturer and comes with its own software for chip burning.
my issue is when i burn the bin file that i saved from crome to the chip and install it to the ecu the ecu doesn't get anything from the chip and acts to a safety mode or something else and i get a rev limit to 4000 RPM with fuel cut and it doesn't read the chip at all, even when i try to read the chip back with the software it reads it and crome opens it like no problem but when ever i install it to the ecu i get nothing, i tried this with different ecu's and i am no where, appreciate your help.
chipping kit bought directly from moates.net so its completely legit.

Burner type TL866II Plus
You need to tell the burner where to place the code. For an SST512, use this:
Buffer Start 000000 -> Buffer End 007FFF
Chip Start 008000 -> Chip End 00FFFF
