cannot raise boost with hondata s300?

Default cannot raise boost with hondata s300?

so i have b18c afi manifold tial mvs wastegate 4.3lbs spring 750cc injectors and running s300 v2 boost opition mac pwm solenoid. So the problem is im trying to raise the boost but no matter what duty cycle i put in the fixed duty boost dont go up tried 25% to 50% nothing stays at 4psi. i checked the solenoid wiring it click once i turn the key on and the vac hoses are ran the way hondata tells you to. i dont know what it could be, maybe some settings are wrong. Anyone with info would help thanks!

Check your plumbing.

So in that diagram where dose the side port from the wastegate go?

To positive manifold pressure (intake manifold etc)
