Sending my block for css 81mm .5 overbore
Probably, but if you can't tell by using a feeler gauge or trying to measure it yourself when you have physical access to the block, we aren't going to be able to give you a more accurate answer just from a picture.
When you send it in for CSS, I'd highly recommend just having Jeff do the bore work as well (and ideally any other block work you need done). If the gouge is still present after a .5mm overbore he can just go an extra .25mm, or whatever it takes.

Jeff will be doing the boring but I bought 81.5mm pistons so he can match the bore to pistons. I have a feeler guage just nothing fancy how could I measure how deep it is with that?
Your best bet is to send the pistons with the block to CSS and have them try to see if the scratch machines out. If it does not, they'll have to bore larger and you'll need to get new pistons. You should be able to sell the pistons.
